- I do not know of a telco that actually guarantees 2400 baud FSK either!

- What the telco guarantees is that they will provide you a circuit
- which meets at least the minimum specifications for a voice grade
- circuit. That guarantee is there _only_ if it is possible to
- provide such a circuit, and they will provide a lower quality
- circuit if there is no other way to give you telephone service.
- In essence, if your neighbor can get a voice grade circuit, so
- can you.

- It happens that a voice grade circuit will support 2400 baud
- operation (FSK or whatever). It will support QAM at much higher
- bit rates too. v.32bis (14,400bps) modem specifications are
- intended to work correctly over voice grade circuits.

- A v.32bis or v.34 modem should get at least a 14.4Kbps connection
- over a voice grade circuit. If not, then either the modem or
- the telephone line is not meeting specifications.
